Joegshwara is quite right. With user status you can only forbid the business transaction but you can not make the business transaction set.
The settings provided by both of us are indicating that the user status will be 'set' once the business transaction is carried out. Please find the F1 help details of the same,
Flag: Set status
Indicator which specifies that the status is to be activated when this business transaction is carried out.
You will have to go for enhancement to map your requirement.
