Are you trying to Manage Withholding Tax here? May I know the country for which this Implementation being done?
About your second question, how exactly are you uploading your stmt file? Is it from Liquidity Mgmt --> Bank Stmts --> (New Bank Stmt Upload) from the drop down?
Did you check the status of your uploaded file from Liquidity Mgmt --> File Mgmt --> Inbound Files? Your file will be visible in Bank Stmt. only if the processing logic doesn't throw you any errors.
