Parameter containing a user ID is missing: neither user nor user alias nor external ID nor SSO ticket nor X.509 certificate is specified

Hi All,

We are getting error as "Parameter containing a user ID is missing: neither user nor user alias nor external ID nor SSO

ticket nor X.509 certificate is specified" while connecting to enterprice portal. We got a  note 1820869 related to this error.How do i apply this note as we are not having a solution manager.
