You know PT_QTA00 is related to manual quota generation and RPTQUOTA_CHECK for checking if customizing for automatic quota generation which is done by V_T559L is correct and if your quota generation method is manual you don't need to run this report.
You should make sure about you quota generation method. Open V_T559L through SM30. In "Quota Type: section of left menu find your quota type and check column "No. Generation" or "Increase" which one is selected. If the first one is selected your method is manual. Otherwise you cannot use PT_QTA00.
