Thats not a good practise to directly query on CMS repository.....you code will stop working if any changes will happens to CMS repo structures in future for CMS Report by SAP.
My suggestion is to use BOE Admin SDK under your webservice to talk to BO get the data from BO and create a soap output in webservcie which can be accessed in DashBoard.
