If you have created new SU01 accounts or created new Fireighter Accounts you can go and run the Object Repository Sync for users manually. Run it in delta mode and it will pick up the newly created users and add them to the GRACUSER tables, etc
This issue may be more a procedural issue and you might need to check with your company if you are allowed to execute job outside of scheduled time
You can run the job in foreground; for specific system.
